RATIONALE OF RURAL DEVELOPMENT PLANNING.
As a process, Rural Development takes place continuosly. In Tanzania, where over 80% of the people live in Rural Areas, the process concerns the majority of the people. To achieve development changes towards desired objectives rural development process have to be planned on a continuous basis.
