CHAPTER FIVE

SUMMARY, CONCLUSION AND RECOMMENDATIONS

5.1    Summary

The problems of gender bias against the education for female begin at home and are common in whole Africa. Different United Nations declarations and Conventions have provided to ensure the whole welfare of the basic education especially for girls has been improved. The government of Zanzibar has showed its commitments to those declarations by implanting them but also encouraging local institutions, to join hands so as to make achievements. This leads to the establishment of the IQBEZ/BEF project under the Changamoto LPF, the Zanzibar local NGO.

 

The main purpose of this study was to assess the IQBEZ/BEF project. The study revealed that, despite of fewer problems observed, the project has successively implementing what was planned to be done, and for some extent the problems have been reduced. The community are now aware the importance of basic education for their children, this has improve the number of parents monitor the school development of their children though it is not reaching 100 percent.

 

The project have also contributing in improving the teaching capacity to different teachers in 6 selected schools, this has also contributing in the increased number of enrolled pupils and the number who entering secondary classes. Schools environmental are also improving. Despite the performance of the project registered, various bottlenecks hindered the implementation in some areas.

5.2    Conclusions

Basing on the discussion made above, the following are the conclusions.

  1. During the study it was observed that, the implementation of activities were sometimes delaying or not properly covered, and some time schools fail to implement important aspect of schools development outside the project. This situation was contributing highly by lack of important resources like funds. The community has been properly paying the contributions as directed by the Ministry of Education Zanzibar, but those contributions seemed not to be enough for schools development. Though the community has gained the skills on formulation of schools development/work plans, they always fail or delaying to implement them due to insufficient resources.

 

  1. To make project more sustainable, more community needs to be fully involved. The project has been using fewer and simple methods on community mobilization. Most of the times the project has been using community sensitization meetings and provision of posters only to deliver the message to the community, where a small number of community have receive the message. Since the schools servicing the whole community, which is large, the project awareness have to reach large part of the community, and make to sure that they are fully involved in the whole process of planning.

 

  1. Little have done to mobilize the community, to consider gender when formulate various organizations and committees concerning schools development. This is also making the project to deliver training to more than 70 percent males of schools committees’ members and less than 30 percent female. This is destroying the rights and effectiveness of women in decision-making as urged by the United Nations declarations on the women rights. In fighting the girls’ educational rights and development, different aspects of community’s welfare need to consider gender issues.

 

  1. It was also observed that, the Changamoto LPF, lack integration with other organizations. For the NGO and project staffs to be competent, understanding and face the challenges of today’s world development have to agree and practice the integration with different organization inside and outside the country dealing with welfare of the community. By doing this, some problems of the communities will be solved collectively in collaboration with other organizations, again will help the project staffs to cope the means and techniques of doing thing.

 

  1. Though the project have little capacity of reaching the whole community during the mobilization activities, there were some households with the project’s capacity and scope, by different reasons don’t attend any meetings and not participate in project implementation and any schools development activities. This also seemed to hinder the development process of the schools since any community’s development needs a fully support from the community.

5.3    Recommendations

Based on the conclusions obtained during the field work the following recommendations can be helpful in improving the situation;

  1. To reduce the financial problems facing schools, the project in collaboration with the community should be creative to establish various activities that could raise funds to the project and schools, in order to solve some problems and make project sustainable. This could be done through investing on different economic aspects and conducting different charities contributions.

  1. In order to make the community fully aware and implementing the project, the ‘Advocacy’ as a main strategy should be used by all the Changamoto LPF, governments and other non-governmental organizations to expand access to girls’ basic education in the community. Important Medias like radio, television, drama and print media have to be used to encourage disadvantaged groups to enter the schools. This strategy has been successively used by UNICEF in different country like, East Timor and results into achievements. Sensitization should expand also to the community level, especially to the parents to take their roles in the development of basic education especially for girls, for example, visiting/monitor the children’s schools attendance and performance. This could reduce the some problems especially for girls like stopping the schools before the time, and early pregnancies.

iii.         Women as an important part of the society should be fully involved in all steps of planning and decision – making, or at least reaches 30 percent in organization before making any decisions. This will improve the efficiency of the project and make high degree of achievements in project’s activities. By doing this, the women in the community themselves will fell comfortable and ownership of the project, the thing could lead to sustainability of the project also.

iv.         The project should make integration with different organization

inside and outside the country (governmental and non-governmental),

this will raise the organizational working capacity through gaining

knowledge obtained through sharing experience between those

organizations. This could be possible if the project management uses

Information Technologies (IT) exist.

  1. To achieve the community development and since they have already sensitized, member of the community have to change and participate in different activities of not only the project but also the whole community’s development.
